Robertson, pictured right, joins Spurs after nine years at Liverpool, where he won nine trophies, including two Premier League titles and the Champions League.
The 32-year-old will join the London side on July 1 as a free agent once his contract at Liverpool expires.
Robertson had been linked with a return to his boyhood team, Celtic, along with Spanish outfit Atletico Madrid.

Robertson has 93 caps for Scotland and will skipper Steve Clarke’s side, which includes local lads John McGinn and Scott McTominay, at this summer’s World Cup in the United States, Mexico, and Canada.
Their first Group C match against Haiti in Boston is a week on Saturday, with games against Morocco and Brazil to follow.
After the tournament, he will join up with his new Spurs teammates, who narrowly secured Premier League survival on the final day of the season.
“I’m in America just now preparing for the World Cup, but I just wanted to send you a quick message to say I cannot wait to play for you guys,” Robertson said in a short video message from Scotland’s World Cup camp.
“I cannot wait to meet you guys, I cannot wait to play in the stadium for the first time in front of you, and I’m already looking forward to next season.”
