The sun is shining and I am looking out towards St Kilda. If one has to self-isolate, the south-west tip of Lewis is not a bad place to be.

What the ill-informed look down on as “remoteness” becomes a great asset.  So too does community self-help, essential even in normal times since nobody else does much for places like this.

So we have a great community-owned shop as well as excellent local delivery firms to sustain us.  Working from home with limitless acres outside, each day is pretty much like normal –  just more of them.

Social distancing is obviously easier than on the London tube or Glasgow buses. And therein lies an important truth – population density matters and points to one potential way out of this predicament.

Professor Hugh Pennington, who led the UK through the e-coli epidemic, has suggested the Western Isles and Orkney could be test-beds for resuming economic activity. To a layman (a vital caveat), that sounds sensible.

The numbers are small. Mass testing of a small mass is feasible. I hope the idea is given serious consideration and, if there is an argument against it, we are told what it is.

There is talk of “Scotland” taking a different approach but this is not about Scotland per se.  It is about peripheral places which can act as models for other parts of the country – I don’t care if it is Scotland or the UK – to follow.

That differentiation may distress Douglas Chapman, a Nationalist MP of whom I had never heard and hopefully never will again. He used his ten minutes of fame to crow  that coronavirus deaths in England are  at  twice the rate as in Scotland.

Men in white coats belatedly advised him that this is due to population densities rather than innate superiorities. Indeed, that is precisely the factor which lends credibility to Professor Pennington’s proposal to put islands in the forefront of recovery.

Meanwhile, thinking does not have to stop. We should be looking ahead to what happens next. That takes me back to one of my perambulations this week which led me up a peat road – a track into moorland where peat is cut for fuel.

It is surprising how well built these roads are and that dates back to a 1970s  initiative called the Job Creation Programme.  Unemployment had topped a million and the Labour government was desperate to create work particularly for young people.

The JCP was intended mainly for urban communities but the Western Isles Council latched onto the opportunity.  At one point, JCP was the biggest employer in the islands and a vast amount of useful work, much of it still with us, was undertaken.

For another example of that legacy, an invaluable network of local historical societies and museums which flourishes today throughout the islands owes its origins entirely to Job Creation.

In the 1980s, the weight of unemployment overwhelmed these “schemes” and they became discredited. However, the principle of otherwise unemployed people carrying out useful work in their own communities remains sound, if the safeguards are right.

When Labour came to government in 1997, we introduced the New Deal as a more sophisticated version of the approach, designed with support from employers and trade unions. It made a huge life difference for thousands of people at the time.

One of the biggest supporters in Scotland was Standard Life as I was reminded recently when I ran into Fiona Hyslop in the Ambassador’s residence in Tokyo – we meet in all the best places.  Fiona was in charge of the New Deal for Standard Life and made a great success of it.

Who better then to look ahead to our new age of high unemployment and initiate a similar programme which could leave great legacies for our communities and create useful work for those who otherwise will have none?

It is entirely within the Scottish Government’s powers to take such an initiative which the rest of the UK might follow.  That really would be devolution in action without a grievance in sight.


We are always being told about the great things small countries do and Scotland could if only…. blah, blah, blah. Yet there is zero interest in applying good examples within existing powers.

Take New Zealand’s approach to informing the public about Covid19. With government support, its Parliament created a committee, chaired by an opposition MP, with powers to call any Minster and cross-examine on live television.

That’s what you call scrutiny and it works. Here, at the daily briefings, a Scottish Government apparatchik (literally) controls the mute button in case any journalist tries to ask a follow-up question.

All the changes in direction have been forced by external campaigns, mostly through the print media. That was true of the pressure which achieved a partial climb-down on business grants. (I don’t suppose we’ll ever know where the £120 million was destined for otherwise). It also applied to revelations about deaths in care homes and the focus on PPE.

But then look at the damaging confusion over whether businesses should be trying to operate while observing necessary precautions.  I heard Richard Lochhead MSP supporting –  rightly – the decision by Walker’s, an excellent employer in his constituency, to re-open not least because competitors had never shut.

If you look closely, regulations are the same in Scotland as the rest of the UK. Only the rhetoric is different, hence alarm and confusion.  In New Zealand, that would have been sorted within 24 hours and every business would know where it stood.

Here, any journalist trying to pin down a definitive answer in the interests of employers and workers would fall victim to the mute button. Please, can we be more like New Zealand?

  1. The benefit that New Zealand has is that it is an autonomous country, an independent country, and a country that can, and does, make its own decisions.

    Unlike Scotland, New Zealand is not a peripheral part of the UK as Brian describes Scotland.There is a big difference in that.

    Maybe the Isle of Lewis is a good place for experimentation. The Isle of Gruinard on the West Coast of Scotland was a good place for testing when the Ministry of Defence used it drop Anthrax bombs that they were planning to use on German cities. Thankfully they never dropped the anthrax bombs on German cities as it would have created an environmental holocaust worse than nuclear weapons. But the tests on Gruinard left it desperately contaminated for over fifty years.

    Dounereay is also a good peripheral location for experimentation too. As far away from a London as possible why else would you locate an experimental fast breeder plutonium reactor there.

    Not dissimilarly, Dundrennan Bay is another peripheral Scottish location where the ministry of defence test and fire depleted uranium shells. Peripheral it may be but the depleted uranium is known to dissolve into sea water and dissipate. Or what of the million tonnes of munitions dumped after the Second World War in the peripheral Beaufort Trench of west coast Scotland, or the lesser quantities dumped off peripheral Skye.

    So yes Brian, whilst you pejoratively think the ill informed wrongly consider remoteness, whilst you consider it greatness, have a little think about how the British State views peripheral communities, and expose Scottish communities to danger.

    New Zealand can decide its health budgets, and not within the diktats of the London grant, can decide whether it wants austerity whereas Scotland cannot, can decide to remain with in a Union like the EU if that is what the people want.

    Consider also how the UK decided not to participate in the EU PPE procurement initiative, with Scotland having to follow on. Consider also how the UK decided to run a mass advertising campaign in Scotland telling people during February that they were well prepared for the virus, when they were not.

    No, Scotland is not New Zealand. But it was we might not be one of the worst afflicted so called developed countries in the world..

    Maybe Brian, you might have some questions for the Prime Minister – or has the cat got your tongue on that.
